Piqua submits 71 requests totaling $84,592,840 for stimulus funding

In a recent (02/25/09) Columbus Dispatch article about statewide requests for federal stimulus money, it was reported that:

The Ohio Department of Transportation has the most projects — 607 — followed by the western Ohio city of Piqua, with 71.

We investigated this further and found out that the state is compiling all requests from all entities into one big messy Microsoft Excel formatted spreadsheet. [ The state’s link to the most current release of their spreadsheet is constantly being changed so it would be futile for us to link directly to it.  But if you want a copy of it, you’ll find how to download it at the bottom of the page residing at:  http://recovery.ohio.gov/more  ] 

If you only want to see the details of the 71 requests that comprise the $84,592,840 that Bill Lutz  had requested as of 02/25/09, we’ve extracted only those 71 records from the state’s data and sorted them (amount of the request, descending order).  And don’t blame us for the typos, misspellings, etc. — we are simply quoting the text verbatim as it appears in the state’s official spreadsheet.     

[Note: it is widely reported that only $2.4 billion in total stimulus funding will be allocated to fund request that are approved.  That means that Piqua’s 71 requests (if funded) would consume nearly 3.6% of the total funding available statewide.]

New Membrane Filtration Water Treatment Plant	The project would involve the construction of a new membrane filtration water treatment plant utilizing a new ground water source.  The City of PIqua currently operates a lime-soda softening plant with a surface water supply.  The ever increasing regulations placed upon surface water plants by the OEPA in additiona to the age and condition of the existing plant (constructed in 1925), does not make this a feasible option to continue treatment of water in the same manner.  The construction of a new plant is necessary to be able to provide safe, quality drinking water to the citizens of Piqua.	$24,000,000.00	$24,000,000.00
Piqua Water System Improvements	The project is designed to meet the current and future water needs for the City of Piqua by tying into the City of Troy’s water system.  The city’s current waster system is old and most of the plant is at the end of it’s useful life.  The current source water will make it difficult to meet future EPA standards.	$5,936,750.00	$11,873,500.00
Equalization Basin Pump Station Construction	The City of Piqua is in the process of constructing a three million gallon equalization basin at the Wastewater Treatment Plant to temporarily store wet weather flows once the treatment plant has reached its treatment capacity.  The basin system is designed for gravity-in, gravity-out flow which will utilize approximately one million gallons of storage.  To utilize the additional three million gallons of storage, a pump station will need to be constructed along with the associated piping.  The current construction project is incorporation features to allow for the addition of a pump station in the future.	$5,500,000.00	$5,500,000.00
Piqua Promenade Hollow Park Bridge	The Piqua Promenade Hollow Park Bridge will employ hundreds in the construction of public infrastructure that will open access to nearly one hundred acres of developable land adjacent to the Interstate 75/U. S. Route 36 Interchange.  The resulting development and anticipated use of this land will create 400 to 500 retail sales, service and information technology, office, transportation and manufacturing employment opportunities.	$5,000,000.00	$5,000,000.00
Excavation/Dredging of Franz Pond and Echo Lake	This project consists of the excavation and/or dredging of approximately 125,000 cubic yards of sediment from Franz Pond and Echo Lake.  The project will also incorporate building the necessary haul/access roads to the site and also transportation costs to dispose of the excavated materials off-site.    The basis of this project is to remove the excess sediment buildup that has occurred over the years, to help alleviate the elevated concentrations of green algae, and to reclaim lake frontage lost due to erosion of the banks.    The project will be a collaborative effort between the City of Piqua and all of the affected property owners with the final goal being to reclaim the aesthetically pleasing lakes that the City of Piqua was once used to.  This project is intended to help promote recreational opportunities afforded to the community by having this wonderful asset located within the City.	$5,000,000.00	$5,000,000.00
R. M. Davis Parkway Extension	This project consists of the extension of R. M. Davis Parkway, south from U. S. Rte. 36 to Brown Road.  The roadway construction will include the installation of new curb, gutter, asphalt, water main, sanitary sewer and storm sewer.  This project is part of the Miami Valley Regional Planning Commission’s 2030 Long Range Transportation Plan Update.      This project will allow for future growth in the west end of Piqua by creating new commercial and industrial sites.  The proximity of this project in realtion to U. S. Rte. 36 make this site an ideal piece of property for new development.  The construction of this project is critical to allow the City to market this area as a shovel-ready site.	$4,500,000.00	$4,500,000.00
County Road 25-A Reconstruction, Phase II	The project consists of the reconstruction of County Road 25-A between Country Club Road and Looney Road on the north end of Piqua.  The roadway will be widened from its current two lane capacity to four lanes.  The corss section will be modified from a rural cross-section to an urban cross-section with new curb, gutter and sidewalk the entire length of the project.    A portion of the project is located within the corporation limits of the City of Piqua and a portion of the project is located in unincorporated Miami County, therefore, this project is a joint venture with the Miami County Engineer.  Phase I of this project was completed in August 2008.    The City believes that this project will help stabilize the economic well being of the community and the entire Miami Valley region.  The road serves a major industrial park and commerical area.  It has the largest automobile dealership in the vicinity and is the only access to a significant industrial park to Industry Park Drive.  The road also provides direct access to Interstate 75.  The road reconstruction is necessary to facilitate the movement of people and goods throughout the community and the larger region.	$3,700,000.00	$3,700,000.00
I-75/U.S. Rte. 36 Commerce Development Initiative	The I-75/U.S. Rte. 36 Commerce Development Initiative will employ hundreds of skilled laborers and design professionals in the construction of public infrastructure that will open access to nearly 1,000 acres of developable land adjancent to the I-75/U.S. Rte. 36 Interchange.  The resulting development and anticipated use of this land will created thousands of retail sales and service, information technology, office, transportation and manufacturing employment opportuntiies.	$3,250,000.00	$3,250,000.00
Power Plant Demolition	The project seeks to demolish a retired coal fired power plant including removal and disposal of a large quantity of asbestos.  A decommissioning study including asbestos survey has been completed.  The demolition project is ready to be bid.	$2,750,000.00	$2,750,000.00
Piqua Power Service Center	The power systerm operations are currently based in an abandoned nuclear power facility owned by the Department of Energy.  This facility was decomissioned in the early 1960’s.  The current facility is insufficient both in energy consumption as well as facilitating operations.  In addition, the power system is running out of space.  A building site for the new power service center has been identified.	$2,000,000.00	$2,250,000.00
New Well Field Development	This project would involve the acquisition of land and monitoring well installation to determine the potential for the water supply to meet current and future water demands and the construction of six production wells with the necessary pumping equipment and raw water line upgrades to convey the water to either the current treatment plant location or to the proposed membrane filtration treatment plant location.    The City of Piqua’s existing raw water supply is currently obtained from three surface water sources:  Great Miami River, a gravel pit and the City’s Hydraulic System that is comprised of a series of small lakes (Swift Run Lake, Echo Lake and Frantz Pond) and connecting canals.	$2,000,000.00	$2,000,000.00
Sanitary Sewer Interception and Siphon Repair and	The City of Piqua will need to either repair or replace the eixsting 36″ sanitary sewer interceptor that connects the west side of the Great Miami River to the Wastewater Treatment Plant.  This line has been repaired multiple times to try and keep the river water from entering into the wastewater system and in turn, overloading the plant.    The 36″ west interceptor sewer was built in the late 1930s and was tied to the old treatment plant on the west side of the river.  In the mid 1950s, a siphon system was constructed to connect the 36″ west interceptor sewer to the new wastewater treatment plant on the east side of the river.    The issue the City of Piqua currently is facing is the deterioration of the interceptor sewer and the associated manholes and siphon.  The pipes, manholes, and siphon will need to be rehabilitated or replaced based upon the recommendation by the Engineer while keeping in mind the rules and regulations imposed on the City by the Ohio EPA.  The City is currently out for proposals for a study and subsequent design for the best alternatives for this sanitary sewer main.	$1,000,000.00	$1,500,000.00
Forrest Hill Cemetery Bridge Replacements	This project includes the replacement of the north and south cemetery bridges located over the Piqua Hydraulic Canal in the Forrest Hill Cemetery.  The north bridge was constructed in 1925 and the south bridge was constructed in 1941.  Both bridges are in need of replacement.  The canal essentially cuts the cemetery in half, therefore, these bridges are the only way to access the western portions of the cemetery making them critical to the operation of the cemetery.    The construction wil lbe similar for both bridges and will include removing the existing concrete deck and removing the deteriorated concrete from the existing abutments.  The abutments will then be faced with new concrete along with the beat seat area.  A pre-stressed beam deck will be placed, waterproofed and paved.  Pedestrial style guardrail will be used with tubular backup.  Engineering design of both bridges will also be included as part of the this project.      Both the City of PIqua and the Forrest Hill Cemetery Board recognize the urgency of getting these structures replaced before something catastrophic hapens to one or both of these structures.	$1,500,000.00	$1,500,000.00
Great Miami River Recreational Trail Bridge	The construction of the proposed bridge will connect the twelve plus miles of Piqua multi-use trails to the Great Miami River Trail.  Upon completion, the Great Miami River Trail will extend over ninety miles, and connect northern Miami Valley communities such as Sidney, Piqua, Troy and Tipp City to Dayton, Cincinnati and nearly every other city, town and village along the river corridor by way of a multi-use trail facility.	$1,095,140.00	$1,095,140.00
Street Resurfacing Program	This program consists of the resurfacing of various streets within the City of Piqua.  The City of Piqua currently has a street resurfacing program in place where anywhere from 1 to 2 miles of streets is resurfaced each year.  Due to the rising costs of asphalt over the past year, this number is much smaller than what was being paved five years ago.  Unfortunately, this amount of resurfacing is not allowing us to keep up with our program; therefore, there are a higher number of streets that are in need of resurfacing each year that the community can simply not resurface.  This program will allow for us to catch up on the overall street resurfacing program.  This project will also include the installation of ADA approved handicapped rampts at all of the intersections that will be paved.	$1,000,000.00	$1,000,000.00
Street Reconstruction Program	The project consists of the reconstruction of various streets within the City of Piqua.  Currently, the City of Piqua reconstructs one street per year.  However, there is such a great need for a large number of streets within the city to be reconstructed, that at this rate, we will have streets completely falling apart before we can get to them.  A large majority of the streets in Piqua were constructed directly on the existing brick roadway.  While the resurfacing of streets can be a short term fix, we do not feel that short term fixes are the best strategy for preserving tax dollars.  The reconstruction opetion would allow the community to construct the necessary streets on the proper base which will allow the streets to hold up better over time.	$1,000,000.00	$1,000,000.00
Streetscape Improvements	This project will include streetscape features at various downtown streets.  The City of Piqua began a streetscape program in 2000 and was able to complete improvements on a number of streets in the downtown, however, due to rising construction costs over the past few years, the money that the City has allocated for streetscape improvements had to do to street reconstruction/resurfacing projects.    The City of Piqua would like to finish the streetscape project to complement the areas already completed in the downtown.  The city has received many positive comments about the improvements and the community feels that this is a real motivating factor for individuals to visit the downtown area.  One area in particular that needs attention is the area adjacent to the Fort Piqua Plaza.  The reonvation of the plaza was completed in October 2008 and is the new home of the Piqua Public Library and other small retail stores.  Including within the building is a banquet and convention center.	$750,000.00	$750,000.00
Sherry Industrial Park Water Main Extension	The project will include looping approximately  1/2 mile of 12″ diameter water main to connect the western side of the Sherry Industrial Park to Gordon Street.  The project will serve the southern portion of the City of Piqua with special emphasis on the Sherry Industrial Park.  Currently, the water main dead-ends at the end of Fox Drive in the Sherry Industrial Park.  This situation creates numerous issues for those industries located along Fox Drive due to low water pressures and lack of adequate water supply for fire suppression.    More specfically, the project uspports the retentation and expansion of current industries, including A. M. Leonard, as they have currently finished a 55,000 square foot expansion within the industrial park.  The water loop will allow for adquate water pressure for the new development, the loop will also assist with an additional 100 acres being opened up for new industrial development.	$250,000.00	$500,000.00
Piqua Skate Park	The City of Piqua parks include a swimming pool, baseball and softball diamonds, soccer fields, a football field, a pavilion for cultural arts, but no suitable facility for the youth of our community who skateboard.  Currently skateboarders must skate on private property which results in many of them getting citations from our police department.  This concrete, plaza-style park will provide them a place where they are encouraged to practice their sport without negatively impacting the community.	$350,000.00	$500,000.00
Information Systems Replacement Project	The project includes the replacement of a 1998 AS/400 computer and all applications on the system.  This includes a new financial system software package, utility billing system, income tax processing system, accounting and budgeting systems and all city computer application (excluding Fire and Police).  The new system and applications will allow for increased productivity within all city departments.  The new equipment will also be more energy efficient.	$500,000.00	$500,000.00

JEB Property Development	The project consists of the construction of approximately 700 linear feet of new roadway in the Sherry Industrial Park off of Fox Dirve.  The new roadway construction will include new curb, gutter, asphalt, water main, sanitary and storm sewer to service future industrial development in the area.      The project will open additional property for development in the industrial area south of Piqua.  The construction of the new roadway is critical to the attraction of new busineses to alloww the City to market this development as a shovel ready site.  This property is a prime location due to its close proximity to the Interstate 75/County Road 25-A interchange south of Piqua.	$450,000.00	$450,000.00
Piqua PD – Indoor Shooting Range and Shooting Faci	A recent city improvement project forced our department out of an indoor shooting facility which had been used for decades.  Our department now uses a city waste facility as a shooting range.  Within the next ten years, the waste facility will close in on the area now used for shooting and another location will need to be found.  Other nearly communties are in a similar situation, we would consider a regional approach to a new indoor training facility to keep our officers well trained in firearm use.	$450,000.00	$450,000.00
Municipal Pool Rehabilitation	The City of Piqua’s Municipal Pool was built in 1989 and is outdated.  The pool consists of a large z-shaped pool with a 150 slide and diving boards with a separate baby pool athat is only 6″ deep.  The proposed project will add a spray park to appeal to a wider age range, update the locker rooms, update the concession and first aid area to current standards, and replace pool circulation and filtration systems.  Without these repairs, the pool will likely close in 2012.	$250,000.00	$400,000.00

Brownfield Assessment Program	The Brownfield Assessment Program will identify up to fifteen properties in the City of Piqua which are currently abandoned and once used in a commercial or industrial concern.  Under the program, these properties will have the appropriate ASTM Phase I and/or Phase II environmental assessment completed to determine the amount of environmental remediation and clean up needed to bring properties into a reusable condition.  Participating locations will be marketed agresively to promote redevelopment.	$250,000.00	$250,000.00
Economic Development Rapid Outreach Revolving Loan	The City of Piqua requests $250,000 for a rapid outreach revolving loan fund.  The loan fund will provide much needed capital to businesses looking to locate or expand in the City of Piqua.  Over the past few months, the city has seen many once strong companies and industries having an increasingly difficult time in securing credit in private markets.      The City of Piqua’s Rapid Outreach Revolving Loan Fund will require that applicants provide up to 50% equity for projects and that one job be created for each $10,000 that is borrowed from the fund.  The loans will be structured to be low interest and the loan proceeds will capitalize the fund in the future.      Loans will be secured by liens and/or mortgages for those projects involving captial equipment, land purchase or building projects.  The City of Piqua believes the establishment of this program will not only put the community in a strong position to retain and attract industries, but will also provide much needed assistance to our business community to stimulate the larger economy.	$250,000.00	$250,000.00
Hance Pavilion Rehabilitation	Hance Pavilion is an open air pavilion built in 1920.  It hosts the City of Piqua Civic Band, Music Warehouse, Piqua Arts Council concerts as well as several other community events.  The facility is a prominent part of the City’s history and plays a pivotal role in the cultural education of the community.  Rehabilitation of this facility will enable the community to continue these programs resulting in a postive impact on economic and community development.	$150,000.00	$200,000.00

Piqua PD – Cruiser Replacements	The department has operated under a cruiser replacement plan for several years which allows the department to replace cruisers in our fleet on a rotational basis.  The department changed the plan from four cruisers a year to three crusiers a year a few years ago.  Most receltnly, the capital funds have not been avaialable to replace or cruisers.  The department projects the ability to continue fleet operations as-is throughout the calendar year due to the exceptional maintenance program that is currenlty in place.  However, as more and more cruisers extend beyond the 100,000 mile mark, reliability decreases.  The department’s officers need reliable cruisers in order to efficiently and safely perform for the community.  There is a need to replace six cruisers over the next two years.	$180,000.00	$180,000.00
Roadside Park Restroom Facilities	Roadside partk is a primarly passive park where two sections of the community’s recreational trails meet.  This park hosts the Parks and Recreation Annual Car Show as well as our Fall Festival.  Currently the nearest restroom along the path is 1 1/2 miles to the West and 3 1/2 miles to the East.  this project will build a permanent restroom that will serve the users of the recreational trail as well as the attendees of annual Parks and Recreation events.	$100,000.00	$150,000.00
Fountain Park Restroom Facilities	Fountain Park boasts Hance Pavilion, a 1000 seat open air performance venue and Hardman Field, a high shcool baseball field.  Other amenities include basketball, tennis and volleyball courts, along with playground equipment.  In additional these features, the park hosts the annual Independence Day celebration.  The restrooms and concession facility that serves the park is in disrepair.  This project will replace the restroom and concession facility at the north end of the park that services Hance Pavilion and Hardman Field and build a new restroom facility at the south end of the park to serve the youth that use the playground equipment at that end of the park.  Due to the age of the children using this equipment, it is too far for them to walk to use the other restroom faciliities in the park.	$75,000.00	$150,000.00
Mote Park Community Center Rehabilitation	Mote Park Community Center was built in the 1960’s with the primary purpose of housing our local theater group, the Piqua Players.  With the group no longer utilzing the facility, it has become a space for recreation programs as well as rental space available to the community.  This project will replace all windows and doors, replace an outdated heating system, add air conditioning to facilitate year round use and alter the room layout of the facility to better facilitate multiple uses.  Programs offered in this facility cover all age groups and range from recreational to educational.	$75,000.00	$150,000.00
Telephone System Upgrade/Replacement	The project proposes to upgrade the telephone system in all City of Piqua facilities to include voice mail and unified message by integrating voice with current e-mail system.  The system will make use of existing network connections and the upgrade will be to a Voice over IP (VOIP), or hybrid VOIP system.  The new upgraded system will increase productivity and effeiciency of city employees, improve customer service to citizens and save valuable tax dolalrs for taxpayers.	$150,000.00	$150,000.00
Piqua PD – Indoor Vehicle Storage	Over the years, our department has lost the ability to store vehciles in a way that keeps them out of the weather.  The community would build a fairly simple structure that would protect the vechicles that are expected to last for more miles than previous vehicles.  The community could provide a match in consideration of decreased costs for off-site storage currently incurred by the department.	$150,000.00	$150,000.00
Piqua PD – Armored Tactical Vehicle	This project would allow for the replacement of the armored vehicle used by our multi-jurisdictional tactical response team.  It would also be made avilable as a state resource upon request through proper mutual aid channels.  The city currently uses a used armored truck that has been doneated; repairs are costly and sometime difficult to perform due to lack of parts.	$148,500.00	$148,500.00
Piqua PD – Covert Drug Operations	This would be a multiple year project and funds would be used for mulitple purposes to support covert drug operations.  This would provide “buy money” for these transactions.  It would also support hiring, on a contractual basis, various individuals to function in undercover capacities.  The city is currently relies heavily on confidential informants, who can be very unrealiable at critical times, thereby jeopardizing important critical cases.	$130,000.00	$130,000.00
Piqua PD – Interviewer	This is a multiple year project that would fund hiring trained and experienced interviewers for serious cases at the police department.  The position would be filled by providing overtime to some current officers that have demonstrated efficiency.  It would also be used to contract with individuals with this skill that would not have other enforcement responsibilities, but would lead and assist current officers during interviews that require special skills, such as special victims and suspects.  This person would also be trained in truth verification techniquest, to include use of specialized insturments, if funding for the purchase of the insturment is approved.	$120,000.00	$120,000.00
Piqua PD – Volunteer Coordination	This is a multiple-year project that would fund a part-time employee throughout those years to coordiate the use of volunteers.  As our revenue sources shrink, the departmet is finding more and more ways to utlize volunteers to provide services.  However, as the number of volunteers, it is increasing difficult to manage those individuals effectively.  The coordinator would ensure that we make the best use of volunteers possible.	$120,000.00	$120,000.00
Piqua Storm Sewer Mapping	This project would involve mapping the entire storm sewer system within the City of Piqua utilizing Geographic Information System (GIS) applications and field data collection technologies to map the catch basins, storm water manholes and connecting pipes within the City of Piqua.  This project will also include an inventory of each catch basin and manhole to obtain flow direction, material and size of pipe.  This project is necessary to help the City of Piqua meet the requirements set forth by the Ohio EPA Phase II Storm Water Program.  The City has already received proposals for this project and is ready to move forward with it as soon as the funding becomes available.	$100,000.00	$100,000.00
Piqua PD – Police Canine Unit	The department currently has frequent need for a police canine unit and rely on assistance from other police agencies to provide this service.  There are considerable delays due to the wait.  The department would hire an officer to replace a veteran officer who would be trained as a dog handler.  The department would need to purchase the god and train the handler and the dog together.  there would be costs for up-fitting a cruiser as a canine vehicle.	$95,000.00	$95,000.00

Piqua PD – Digital In-Car Patrol Cameras	The department has equipped every patrol vehicle with an in-car camera system due to a multiple year implementation program.  Unfortunately, since the beginning of the program, the technology has already changed making the quality of the recordings inferior to community standards and difficult to manage.  The departmetn has developed a system based on VHS recordings and now that equipment can not be replaced, and is sometimes not repairable, and soon the medium will not be available.  The departments recordings are sometimes lost due to equipment failure.  The community expects there to be in-car camera recordings available when they file complaints or are sitting on juries.  The department would replace all the units in the fleet with a digital system that would include “back-end” management to produce recordings when required.	$81,000.00	$81,000.00

Piqua PD – Interoperability	This department has interoperability with other agencies within the county; however, we are close to a county line and work very closely with agencies in another county.  We have a joint tactical response team with one such agency.  When we are assisting each other in emergency situations, we have communications difficulties.  A portable on-site interoperability system would serve us in those situations that are too small to call out state-wide interoperability capabilities, but oo loarge for one our agencies to handle on its own.	$18,500.00	$18,500.00
Piqua PD – Ballistic Helmets	Former tactics relied on tactical team members for approaching situations so risky that ballistic helmets were needed.  Our current approach to school shootings and other active-shooter situations calls on the first responders to agressively interdict the shooter, so every sworn officer should have access to as much protection as possible.  This project would allow the purchase of ballistic helments for all officers, evern if they are not part of the tactical team.	$18,000.00	$18,000.00
